This section sets out the building blocks which make up a comprehensive response to addressing both the needs and rights of children affected by HIV and AIDS.

•  Social Protection- involves mechanisms and interventions to strengthen families and communities ability to protect and care for children.
•  Food and nutrition - involves interventions that improve the nutritional status of children and their families and address food security in communities.
• Educational support and vocational training - ensures that children have access to both early childhood development (between the ages of 0-5 years) and school education (between the ages of 5-18 years) and vocational training.
• Psychosocial support - looks at general issues regarding psychosocial support for children affected by HIV and AIDS.
• Protection – is about ensuring that children are free from exploitation, abuse and discrimination and that they are cared for in a loving and supportive environment.
• Health support - helps to ensure that children and their families receive services that prevent and treat illness and promote health and wellbeing.
• Shelter and care - looks at how best families can be supported in their caring roles.
• Economic strengthening -looks at the different strategies to protect and strengthen the economic situation of children and their families
